Description: [The Decree No. 110 of the Constitutional Congress, promulgated 9 January 1830, initiates the removal of all employees of the state against whom the opinion of the public has turned. It stipulates that the state is the protector of the army reserve, and extends its punitive rules to all senior officers and officials of the arm and of the state.
